Retirement & Benefits Guide in Yemen
Retirement visas, pensions, and healthcare for retirees
Retirement Visa Program
No dedicated retirement or passive income visa program exists in Yemen. Expats may pursue standard work or family visas, but ongoing conflict makes long-term residency highly inadvisable.
Pension System
PAYG contributory system under Social Insurance Law No. 26/1991 covers old-age, disability, and death benefits for formal workers. Pensions calculated as (last salary × contributions)/420 with minimum 50% of last salary after 60 months, but disrupted by conflict and limited coverage.
Pension Adequacy
Replacement rates around 50% for minimum pensions, higher with longer contributions up to 100%, but low coverage, cash liquidity issues, and economic collapse result in high elderly poverty.
Healthcare Access
Public healthcare system collapsed due to civil war; limited facilities, severe shortages of medicine and staff. Expats rely on private care where available, but access extremely restricted.

Tax Benefits for Retirees
Standard tax rates apply to foreign pensions and income; progressive income tax 15-20% with pensions subject to tax. No special retiree exemptions or programs.
