Retirement Visa Program
Belgium does not offer a dedicated retirement or passive income visa program. Non-EU retirees must obtain a standard residence permit and demonstrate stable financial means. Non-working residents must declare foreign income and pay quarterly social security contributions (€931.12 in 2025) to access healthcare through the public mutuelle system.
Pension System
Belgium operates a robust three-pillar pay-as-you-go public pension system with mandatory contributions (7.5% employee, 8.86% employer). The system provides income-related benefits with replacement rates of 60% for singles and 75% for married individuals, based on 45 years of contributions. Pension benefits are automatically indexed to the consumer price index.
Pension Adequacy
Average state pensions are €1,100 for employees, €2,600 for civil servants, and €900 for self-employed workers. A means-tested minimum guaranteed income for elderly people ensures basic income security for those over 65 with insufficient pension income. Supplementary occupational and private pensions (pillars 2-3) are encouraged to enhance retirement income.
Healthcare Access
Belgium provides universal healthcare through mandatory membership in public health insurance funds (mutuelles/ziekenfondsen). Retirees and non-working residents receive full access to the healthcare system after joining a mutuelle and making social security contributions.
